Clean the mussels under cold running water and discard any that are open and do not close when tapped. Leave them in a bowl of cold water and ice for 10 minutes.
Finely chop the onion and thinly slice the garlic. Deseed the bell pepper and cut it into cubes of about 1 cm.
In a large pot, heat the olive oil over medium heat. Add the bell pepper and sauté for 1 minute, stirring frequently.

The secret to successful mussels lies in their freshness. Make sure the mussels are tightly closed before cooking and discard any that do not open after boiling.
