Finely chop the fresh tomatoes, shallots, and garlic cloves. Cut the green onions into 3-4 cm segments, and roughly chop the fresh dill.
Cook the Jasmine rice according to the package instructions in lightly salted water until fluffy and fragrant.

Fresh dill is the secret Hanoi-style ingredient for fish — its aniseed aroma perfectly complements the acidity of the tomatoes and the savory fish sauce.
